In order to make things simple and equal, every Pokemon knows all of its regular moves - that is, those that they get through level-up. You are not stuck picking four moves like inthe games. A Pokemon such as Treecko can, at any time, use any of its level-up attacks from Pound to Mega Drain to Energy Ball.
When a Pokemon evolves, it can use all of its level-up moves, plus those of its previous evolution. This is mostly so that those that evolve with stones - such as Raichu - are not stuck with the measly four moves that they know.
As far as other moves are concerned... Each Pokemon can have two TM/HM moves. Your Raichu can therefore learn both Dig and Brick Break, for example. These moves cannot be changed, so use them wisely. For clarification, all the TMs and HMs are from Diamond and Pearl. Go to Serebii.net or other Pokemon sites to find out what they can learn.
Your Pokemon cannot have any move tutor moves that they don't normally learn. It would take too much effort to research those, anyway. They can have one Egg Move.

Your character's evolution will be bought. This is to avoid anyone getting a Dratini or something just to quickly evolve them into the banned Dragonite, et cetera. If your Pokemon evolves through level-up, they may evolve after a battle; this can be against an NPC. If it evolves with a stone, they can find that stone. Other evolutions are up to the roleplayer to explain, such as friendship evolutions.
